Go to the Specific local ports field.
Enter the port number depending on the QB version.

QuickBooks Desktop 2018: 8019, 56728, 55378-55382.
QuickBooks Desktop 2017: 8019, 56727, 55373-55377.
When you are done entering the port number.
Choose Next and tap on Allow the Connection.

Choose Next and create a rule with the name QBPorts(year).
Choose Finish when it is completed.
You must follow the steps again to create Outbound Rules. But remember not to choose the Inbound Rules option in step 4.
Way 2: Switch to Selective Startup Mode
Press Win+R to launch the Run window.
Now, type msconfig and hit Enter.
Click OK and move to the General tab.
Choose Selective Startup and Load System Services.
Tap on the Services tab.
Click Hide all Microsoft Services.
Tap on Disable all.
After this, you are required to untick the Hide all Microsoft Services checkbox.
Hover over the services list and choose Windows Installer from it.
Click OK and take your cursor to the System Configuration window.
Tap Restart and install the QB application again.
Launch the Run command again and search for msconfig.
Hit OK.
Head over to the General tab.
Choose Normal Startup.
Click OK.
Go to the System Configuration window.
Choose Restart.
Note: If you unable to fir QB error 12002 then check Update QuickBooks Desktop.
